Sounds like the key switch is not powering up all of the circuits.

remove the connecter with the bolt in it underhood at the fuse center, clean really good spray some contct cleaner in it then some dielectric grease before reinstalling

Fuel pump is in tank, but ck the crankshaft sensor front of engine near pully for proper connection

Can you here the fuel pump kick on? If not you will have to replace it. If the car has alot of miles and fuel filter was never changed then the fuel pump will work harder and wear out. Pump located in tank.

wont turn over but battery has a charge...hear a tick, tick, tick, sound
for about 3-5minutes. I have a 2001 malibu that does the same thing. When you hook up the battery and turn the key forward you should see the gauges return to normal before you try to crank the engine. It may also be the theft system. To reset that you have to turn the key forward for 10 minutes and then shut it off for 10 seconds. Then try again to start the car. It may take up to 3 attempts at this. Which means sitting in the parking lot for over a half hour. Been there done that. GM sucks.
