By primary i guess thats primary drive chain you need to check the wear guids and the play in the chain

SOURCE: harley davidson flstc heritage softail 1997

The fork oil is a very specific job needing a manual and a special tool, I don't want to insult anyones mechanical knowledge but if you have never done it before, best to take somewhere else. Engine oil on the other hand is easy, the drain tube to any softail is on the right side by where the frame meets the swing arm, has somekind of plug in it. Start and run bike for a little while, long enough to get it warm but not hot. Remove fill plug and then remove plug in drain line. Using a peice of cardboard or something put in between filter and frame , directing the oil to your drain pan instead of where ever it goes. Put 1 qt oil back in (after everything is reinstalled) start the bike and make sure the oil light goes out, when it does shut bike off and fill to the point that when it is standing upright you get a little oil on the tip of your finger, over filling may result in loss of oil cap from pressure (been there)

SOURCE: adjust primary chain on a harley davidson

after safely supporting rear wheel off ground, remove small inspection cover from primary cover. rotate rear wheel until primary chain is at tightest point. cold engine- chain free play should be 5/8" - 7/8", hot engine should be 3/8" - 5/8". to adjust, loosen primary chain adjuster shoe nut (bolt head is similar to a carriage bolt-square head), sometimes you will need to tap bolt end to free up adjuster, as it sits in grooces to hold at desired level. adjust to desired tension and tighten bolt to 22-29 ft/lbs. then recheck chain freeplay after rotating rear wheel at least one full revolution. If OK, reinstall cover.

Whineing noise

Check primary chain to see if it's too loose.

If that's not the problem, check that the engine sprocket nut hasn't loosened.

Whining noise from primary case when you roll on throttle.

Clutch inner primary bearing gone or primary chain too tight. Auto adjuster on these bikes so more than likely bearing failure.

There is a whining noise from the primary side of engine by the generator is there a bearing on the out side near the cover?

No, the whining noise come from the primary chain as it spinning over the clutch and the sprocket motor.Perhaps the adjustment is too tight, this will cause the noise.Do you check the chain tight through the inspection cover on the primary .You need a 1/2 to 5/8 in free play.
