Therecould be a few things wromg simple fix, first check the float sounds like it has a hole in it take bolts out of bottom of tank an slide fuel pump an sending unit out there will be a arm that moves up an down on the end of thqt arm will be the float you can dip it in water to see if it floats or sinks replace if it sinks

I have a wiring schematic of the fuel gauge on a '94 FXDWG. Your gauge may be physically a bit different but it should be wired the same. Harley's fuel gauges are known to be problematic.
