I think the 2003 is the same as the 2002, but not totally positive. If it is the same, here is a video that shows where it is. In the video this guy is showing you where the fuses are but when he pulls it out of its location you can see the flasher falls out of the back of that box the fuses are in and is seen hanging there resting on the frame of the bike. Check it out! Hope this helps.

Gap your plugs to 38 thou. Check all your bulbs (one burned out will affect the rest) Take a look at all your fuses and make sure they are all ok. Otherwise you are probably looking at a wiring short which will require trouble shooting of the elctrical system. Buy your self a service manual for your bike, this will help you a lot.

The only idea that i can come up with is that you dont have a good ground..or the guage was bad when you bought it..i hope this..Keith

I would guess stale gasoline or fuel. Try fresh fuel in the tank. If this doesn't clear the problem, you could need to have your carburetor or fuel injection system cleaned. I'm not even sure if they put fuel injection on Sportsters since I don't work on fuel injected bikes. I mostly work on the older bikes like Panheads, Shovelheads, Evos. Not too many Sportsters but have worked on a lot of Ironhead Sportsters. Try the fuel first. It's a cheap fix. Hope it works for you. Good luck with the knee replacement. My wife had one knee replaced and it works great.

I can help you with the wiring diagram but it will be the complete diagram. I have never seen just a turn signal only type wiring diagram. But, there's nothing to a '74 model Ironhead turn signal system.
All the wires for the system were gray but had these little "colored rubber bands" on the ends of the wires near the signal lights. The violet bands were for the left side and the brown bands were for the right side turn signals
