SOURCE: scooter`s electric starter does not work

the neutral switch might be defective or the wire.
could be a bad key switch. try jiggling around with the key as you are pressing the starter button

SOURCE: lights, turn signals, horn don't work

Look for a bad ground connection inside the headlight shell (or possibly elsewhere). The other thing that all of the items you mention that are working intermittently have in common is the ignition switch. With the switch 'on', check for battery voltage at the fuses for the headlight, turn signals, horn, etc. No voltage at the fuses likely means a bad ignition switch.

What causes my 2008 bashan 150cc to quit sending fire to the spark plug

Got to say I am unfamiliar with any 150 cc cars or trucks, but in general no fire to plug means either bad coil, bad fuse or bad plug wire. older units could also have bad condenser or points.
