Sounds like the carbs are dirty, The mail inlet where the float works to shut off fuel when the bowls get full has a screen just under the needle valve and there are stopped up with crud, Pull the bottoms off and remove the float & needle valve and the the seat and clean, If you see dirt inside the float bowl then remove the jets and clean them also.

My 1995 jeep will die just driving and sometimes will start right back up other times you have to wait about an hour. fuel pump is working fine you can hear it

The pump can be running but not pumping any fuel.
When it stops running you will need to figure out if you are loosing spark to the plugs or fuel to the injectors.

Car is quiting while going down road

Have you ever replaced the ignition coil? Sometimes a coil will heat up and break apart inside losing your connection/charge inside it to fire your plugs.

My Kymco 250 has this weird problem and the shop was no help. Sometimes, not all the time, ill be in the freeway going about 65 for a few miles or so, when i exit as i start to slow down the bike wants to...

This is usually the symptom when water has condensed in the gas tank and made it's way into the float bowl. Drain the carbs. No guarantees, but no money is spent on the suggested fix. Hope this helps.

Seems like bike is running rich

The idle problem sounds like an idle adjustment. The surge may be the throttle cable, try spraying a lubricant from the top of the cable and work it back and forth to loosen and release any debris.

Dies after warmed up

my favourite mantra this time of year. check the ignition relay... it is often located in the engine compartment fuse panel.... another consideration is you may have a shorted wire or poor connection in some part of the distributer cap or coil. can't recall if they used coilpacks that far back in the model years but that's a suspect as well.
