The cable should have two nuts that loosen up, when you back them out the cable tightens. If you dont, then your needing to replace something thats worn out. need more info.............

After cleaning the throttlebody the engine Motorboats at idle, flutters and hesitates when DE-accelerating, but accelerates fine and will run to 115MPH no problem???

Hmmmm, well, it only makes sense that you could have loosened up some gunk that clogged some stuff up further down the line. I personally would try 44K fuel injector cleaner, however, I have heard of instances where there is a problem with the throttle body gasket.

How to turn a distributer cap on a 1991 chevy s 10 rear wheel drive to fix idle and acceleration

There is a clamp at the distributor base where it enters the block that must loosened somewhat. If it has not been disturbed, most likely the timing is still correct and should not be disturbed. Look for other causes of poor performance. If the check engine light is on, go to Autozone or similar business for a free scan of the computer. Read any codes and pursue to repairs. Hope this helps!

Hear a clunk a slight hesitation when just starting to accelerate. Repair shop says the motor mounts need to be replaced. Is this something a decently inclinded shade tree mechanic can tackle?

I would say so, Just have to jack up the motor and loosen the mount, lift engine up enough to give you some room. There are two bolts that hold on the mount.

91 Camry - Engine starts to accelerate and then almost dies, or does die.

May have an exhaust gas restriction.  The catalytic converter often produces your symptom when it clogs.  Verify by loosening the front exhaust pipe where it connects to the engine exhaust manifold slightly, (about 1/8th in.) and then drive car to see if it will now accelerate.
