Harley alarms, while a decent alarm system, are notoriously hard to set up. On a new installation I have sometimes had to run the set-up routine 4-5 times. I hope you have an owner's manual and/or good instructions. Keep trying to set the alarm up from the beginning. If you miss a key or time limit it's not unusual to have the set-up fail and you have to start all over. Disconnecting the battery will screw things up, so be careful.

I used to have a client with the same issue. Alarm always triggers and I found out that there's a grounded wiring that's why the alarm always go. Please check for faulty wirings on the bike to resolve the issue. It may be a loosen wire or a burnt wire somewhere.
