Fuel pump pump ticks won't spool(spin) any ideas?

It would help to know what kind of "won't start" you mean. Is it just ticking? Low battery voltage. Considering it started after getting your phone, probably not that. Is it cranking slow and not trying to catch (where it spins faster as the engine is firing but not fully catching and entering a run state)? Is there nothing at all, just shuts the accessories off and does nothing, no click, tick, hurk, jerk?

I had a Malibu that did not like starting too fast. As in if you flipped the key switch straight to start the fuel pump wouldn't pressurize properly or something. But if I turned it to on, gave it a second (you can usually hear when the fuel pump stops running once the system is up to pressure) then hit the starter it kicked over just fine.

pump could be in a crooked binding kinking fuel pump sock restricting fuel flow or your fuel pump electrical harness disconnected or has poor connection not seat all the way in pump electrical terminal socket.

that will be the fuel pump or injector relay ( should be 2 there on left fuel pump right injection system) eather way if one not working engine will not start. if it is clicking then it needs to be changed.

These old Oly's require a special spool with a larger center hole and the metal tabs bent to the inside for feeding and braking if you have installed a universal spool it won't work. If you have the old spools wrap the ribbon on them.

is the drive cable between the engine and the head broken?

It could possibly be a faulty Crankshaft Position Sensor. If the computer doesn't see that the crankshaft is spinning, it won't activate the fuel pump.

When you turn the ignition key to the on position can you hear the fuel pump running?
The fuel pumps are notorious for failing. The fuel pump is located in the gas tank and you'll have to drop the tank to replace it.
