On the side of the carbs you will find the throttle linkage and on one of them there should be a screw that touches the linkage and this is where you screw in or out to adjust the tickover ! get engine running and see the linkage move and then hold the revs at 1000 rpm with your remote control box then adjust the screw so it just touches the linkage , pull back the remote lever to neuteral position and the revs should stay at 1000 rpm , then turn screw back so the rpm is at 800 rpm and the engine should then rev up and down and return to 800 rpm ! always run engine with water turned on at the hose flush attachment or in a tub of water or lake etc ! If someone changed props this can cause this problem. You need to be careful that any adjustment is made for throttle rod and not for carbs if not an injected engine. You do not want to fool around with air mixture. Some throttle cables use threaded linkage and length of rod is adjustment for rpm. Others use a stop screw or hex head to move the throttle lever away from the housings.

Is this motor used in salt water?
That warning buzzer on your motor is really only tied to the temperature. In order to triage sensor or overheat condition, I'd recommend an infrared thermometer to get a reading on the engine as the buzzer is sounding. There is a product that is like a glue stick which can be pressed against the engine which melts at a very specific temperature... not sure if it's around anymore as the remote thermometers are pretty inexpensive now. Is there good water flow out of the ports below the cowling on the back?
Disconnect the battery then remove the wire off the starter , remove the bolts that hold the starter to the engine !
Bolts might be across ways or come upwards ! Pending what modle /make of engine you have !
These engine adjustments vary by year, but the later models had their idle RPM adjusted with the boat in the water to account for exhaust back-pressure. Actual idle speed is set by adjusting the Idle Timing while the unit is in gear in the water. Check the service manual for actual timing specifications, the owner's manual won't have this information.
