1999 Honda VFR 800 high beam light doesn't come on
Problem first appeared as a delay when switching the high beam on. Now it won't come on at all. Will the wiring diagrams and shop manual for a 1996 750 work with this bike?

here is a diagram showing the side stand switch. you can use a jumper wire at the eletrical connector to verifly the switch is bad. Or use a VOM to check for continuity.
Obviously headlights can fail but if you are sure this is not it then get an electrical meter and check for the voltage coming out when in low beam and then high beam. If this tests OK, you have a ground or bad bulbs.
