The best way to watch live tvs on laptop requires the following.

1. Fast broadband connection.
2. Good configuration of laptop with a display good card.
This is in case you wish to watch live tv through internet.

Second option available to you is via tv tuner card. but that will make your laptop stuck to one location as through tv tuner card you cannot receive frequency via wifi.

99% of laptops (not netbooks, IE: under 14" screen size) are able to view TV with.
However the obvious thing needed it a TV tuner (either internally in the laptop, an expansion card, or USB tuner)

if your TV Tuner is a PCI device...

put it in the PCI slot of the motherboard..

then after the rebooting process..

install the hardware through the installation cd..

so that you can use better..

turn on your pc'd TV application and set to the AV in.

If are talking about the Express Card slot into which the ExpressCard TVTuners are installed, it should be located on the Left side of the Notebook.
Please go through page number 18 of 266 in the Manual of the Notebook which is available through the link below which shows you the exact location of the Slot :

By the way, HP no more sells the ExpressCard TV Tuner Cards in HP Shopping.
Only USB TV Tuner Cards are available from HP.
However, you should be able to find Express Card TV Tuner Cards from other Manufacturers.

The best way to go is to purchase a USB TV tuner. You can buy these from just about any outlet, either online, or at a local store. Here in Australia, they generally cost around AU$100 or so, and offer decent quality - the only issue you may come across is that the antenna that comes with a USB TV tuner generally isn't very good - you may need to keep this in mind when shopping around, and buy a TV tuner whose antenna offers the highest dbA (which should usually offer the picture with the least ghosting etc.).
