Mower run 4 or 5 minute start smoking what is the problem

Thanks for posting your question and I will do my best to provide an accurate answer.
The symptoms you describe lead me to believe that you have a defective head gasket on one or two of you cylinders. The head gaskets fail between the valve pushrod area through which oil passes to lubricate the valves and the cylinder bore. this allows oil to pass into the combustion chamber causing the oil to burn and cause the smoking.
It is not uncommon and is a relatively inexpensive repair. The head gaskets cost around 20 dollars and the labor to remove the engine shrouds, carburetion, intake manifold, exhaust system to access the cylinder head should be three to four hours. It is very wise to replace both head gaskets since the labor to change the other is 1/2 hour or so vs. three or four again if the other fails a short time later.
I hope this answers your question.

I have a oil leak and i dont know where its coming from

oil leaks from points like bad rocker cover gaskets --loose oil filters---front and rear main seals and oil hoses--- loose head gaskets at the oil hole . Check the ground and see where the oil is dripping to get an idea if the oil is from the front, rear. left or rights side

What's labor and cost am I looking at with a blown

It's difficult to give you an exact cost. I say this because every shop has a different labor rate per hour. Also the cost of parts are different depending on your location. About the only way I can help is to let you know what the labor times should be. According to my labor guide the time it should take to replace the head gasket is 4.3 hours. If you have power steering you need to add .4 more (total 4.7). So depending on the hourly rate of the shop will depend on that expence. Parts you are going to need is a cylinder head gasket set, antifreeze, and you will at least have to have the head resurfaced which is a machine shop charge. I would suggest that since it is at the machine shop that they should go on and have a valve job done including new valve stem seals (which by the way come in the head gasket set). I would suggest the valve job since you will be going to all the expence already and the cylinder head is off also the age/miles of an older car I can't see the valve job being more than 150 dollars. One other thing is that they will need to remove your timing belt and would suggest you having them put a new one on since the old one is off. The only additional cost's for that should be .8 hours in labor and the cost of the timing belt. There will also be shop material fees such as cleaners and sealant and that changes from shop to shop. I hope I have been able to give you an idea as to what you are looking at and if you are going to go to the expence to do it, you should go ahead and do that extra stuff I mentioned (valve job, timing belt). I know now days money can be an issue but if at all possible financially it will save you headaches in the future.

What is cost to replace valve cover gasket on 2002 dodge neon?

To replace the valve cover gasket shouldn't be that expensive. Although those cars are known for blown head gaskets, so I would have them look carefully at the back of the engine for an oil leak. If it is leaking oil out of the head, it is only a matter of time before the head gasket will be pushing anti-freeze. Please rate my answer so I get points for it.

Have availiable a 98 villager with water in the oil suspect water pump falure / overheat and warped head blown head gasket engine runs smooth labor to replace head gasket waterpump and true heads cost...

$1000 plus the costs to do head gaskets, bearings (remember, antifreeze in the lubrication system means cam and crank bearings), you are talking about a rebuild, since it's out and apart you may as well do the rings too (150,000)...align boring, deck the block, heads...with the misc. items you will end up doing, you might be better off looking for a low mileage junkyard engine instead of going through that one.

How much does it cost to fix a blown head gasket??

Labor prices can vary. But you are looking at 5 hours of labor , some gaskets ,oil ,filter, antifreeze and machine shop labor to plane the head. 500 to 700 is reasonable.
