I am considering attempting to change the fuel filter on my 2003 Toyota Echo and would love some info on how to do this from start (ie. where is it located) to finish.

You may not want to attempt this, by the time you get done, you'll need a case of beer. The filter is in the gas tank, attached to the fuel pump assembly, These filters are made to last for years.I'll give a rough idea:
Take out the back seat, and on the floor there is a service panel, unbolt that, disconnect wire connectors, fuel lines,once it's out, there's o rings to take off, clips to take off, disconnect filter from pump assembly, and a bunch of other things,got to be careful not to bend the float level, and most of all, make sure no dirt gets in or on any parts.
