Is your steering wheel turned far to one side? Sometimes that will jam against the stearing column so hard that the key will be hard to get out.
If so turn the wheel hard to left and try to remove the key at the same time. Repeat this for the right also.
It has worked for me a lot.

You didn't show the gear shift position. The key can only be removed in PARK.
If the front wheels are pushed against a curb so that a tire is compressed the pressure against the Park pawl in the transmission will transfer to pressure against the key lock and the key can't be turned all the way until that pressure is released.
If nothing else works there should be a small hole big enough for a paper clip to enter so you can remove the key with the cylinder to work on it.
