I have a 2000 Ford Focus SE Wagon and I am trying to remove the wiper arms off of the wiper pivot. Is there a special tool needed? Is their a simple method?

Check where the pivots attatch to the wiper arm. There is a plastic cap you remove and under it is a nut, and if it's loose, you need to get the wiper motor to park...by turning on the wipers, and then off and wait untill it sounds like it has stopped. Then place the wiper arms to where they belong parked, and tighten the nuts.
NOTE
A new wiper motor assembly comes with the linkage arm installed.
Before servicing the vehicle, refer to the Precautions Section.
Remove the windshield wiper mounting arm and pivot shaft
WARNING
Do not remove the wiper motor linkage arm from the wiper motor
assembly. If the arm is removed, the wiper arms may not park in the
correct location.
NOTE
Use a suitable tool to separate the wiper linkage arm from the wiper mounting arm and pivot shaft assembly.
Remove the 3 bolts and the wiper motor.

To install:
Install wiper motor and bolts.
Tighten wiper motor bolts to 10 ft. lbs. (13 Nm).
Install windshield wiper mounting arm and pivot shaft.
Check wiper operation.
Rear Wiper Motor - Removal & Installation
Remove the rear pivot arm.
Remove the rear wiper motor shaft nut cover
Remove the rear wiper motor shaft nut.
Open the lift gate window.
Remove the rear wiper motor cover trim panel.
Disconnect the electrical connector.
Remove the 2 rear window wiper motor nuts
Remove the rear window wiper motor.

To install:
Install rear wiper motor and tighten mounting nuts to 62 inch lbs. (7 Nm).
Reconnect the electrical connector.
Install wiper motor cover trim panel.
Install rear wiper pivot arm tighten nut to 53 inch lbs. (6 Nm).
Lift the windshield wiper pivot arm to the full upright position.
Remove the windshield wiper pivot arm.
Release the locking tab.
Remove the windshield wiper pivot arm.
NOTE: During installation, it is necessary to pull the locking tab out to its full open (unlatched) position and hold while assembling the pivot arm onto the mounting arm and pivot shaft. Align the key on the pivot arm head with the keyway on the shafts. This will make sure the pivot arm is correctly aligned. If necessary, the key can be removed. To adjust wiper pivot arms, refer to Wiper Blade and Pivot Arm Adjustment in this section. To install, reverse the removal procedure.
I assume that you are speaking of the pivot arm. If I have this wrong please let me know so that I can provide the proper diagram. You have to lift the wiper arm off the windshield and pry the small tab in the diagram aside and let the tension on the wiper arm hold it aside. Mounting Arm and Pivot Shaft —Windshield Wiper
Removal NOTE: The windshield wiper pivot arms (17526) must be in the highest position to remove them.
Turn the ignition switch (11572) to the on position.
Turn the windshield wiper (17500) on.
Stop the windshield wiper pivot arms at the highest position by turning the ignition switch off.
Remove the windshield wiper pivot arm.
Remove the pivot arm nut cover.
Remove the nut.
Remove the windshield wiper pivot arm.
Raise and support the hood (16612).
Remove the cowl grille seal.
NOTE: The two cowl grilles overlap at the center. The LH cowl grille must be removed first.
Remove the rear pivot arm.
Lift the pivot arm to the upright position.
Slide the locking tab out.
Pull up and remove the pivot arm.
Remove the rear wiper motor shaft nut cover.
Remove the rear wiper motor shaft nut.
Remove the rear wiper motor cover.
Remove the rear wiper motor bracket nut.
Remove the bolt and the rear wiper motor.
Remove the rear pivot arm; refer to Pivot Arm—Rear .
Remove rear pivot arm.
Lift the pivot arm nut cover.
Remove the nut.
Remove the pivot arm.
Remove the liftgate door trim panel; refer to Section 501-05 . Remove the (A) liftgate handle to liftgate screws and the (B) liftgate handle. Remove the liftgate trim panel screw access plug. Remove the screw.
Remove the liftgate door trim panel.
Use Windshield and Molding/Trim Removal Kit to remove the liftgate door trim panel from the liftgate window opening.
Push the liftgate door trim panel toward the top of the liftgate and remove the liftgate trim panel.
Position the watershield aside to gain access to the rear wiper motor.
