Froze up brake caliber how would u fix it on 03 kx250

you would need to change the main and the dust seal.
Pump out the piston then remove the dust and the main seals then clean out any white powder residue in the slots where the seals were, clean the piston with wet and dry paper or 1000 - 1200 grade glass paper and replace seals lubing up with brake fluid first do not use oil or grease as this will swell the seals and replace the piston, you may need to give this some GENTLE persuasion with a G glamp.
It's easier when bleeding your system to leave the caliper loose and also any ties that hold the brake line to the bike and try and get the caliper held above the fluid resevoir thus making it easier to expel the air as you have quite long brake lines in this bike.

Hope this helps

What is the year model of my KX250

Any Kawasaki dealer can take that frame number and tell you exactly what you have providing the bike is reasonably current. They are about the only ones who have the code list. Give a dealer a phone call.

Bore size

The cylinder bore is just that > the bore size of the cylinder. The piston clearance should be 0.0015 to 0.003. Anything more than .005 and the piston is too loose.

Problem with the powerband on my kx250

sounds like you need a new power valve in the cylinder. They can go bad and thats how they will act. You have to take the cylinder off to change it. If your that far you might as well put a new piston and ring in it.
