The rev limiter kicks in at about 6800 RPM to prevent "coast over" to unsafe revs, so I suggest you have a custom programmed PCM that eliminated the rev limiter feature or moves up the RPM limit.
Could be that you need to go up one jet size.
When choking a motor, your richening the mixture with more fuel, less air.
So if you must choke it, you must need more fuel.
As for electrical. some bikes have a rev limiter when you hold the throttle wide open You may be reaching the rev limit.
A rev limiter with turn the power on/off the coil superfast, keeping the rmp at a maximum factory setting, and the motor breaks up at full throttle.
Some cdi's have and adjustment that you can set your own rev limit, or you can buy a cdi with no rev limit.

the rev limiter is not a part, it is built into the programming of the computer that runs the electronic fuel injection, some of the more popular performance cars can be programmed to change the rev limiter paremeters with after market software and modules but not this one, no one makes anything for this yet.
You'd probably have to get a reprogrammed or chipped engine computer. Removing the rev limiter though is a sure fire way to destroy your engine. Even Ferraris and Porches have rev limiters.
No, the rev limiter resets to 6000 rpms when the battery goes dead or is changed. You have to reprogram the rev limiter to allow it to rev to 11,500 or more, but i am sorry to say that i can't recall the sequencevof buttons to reset it, which shold be in your owners manual. This is not an upshift light!
