High low idle, rough idle stalling

If it's surging, make sure your radiator is full. Do a tune up, plugs, wires, etc. Put some fuel injector cleaner in your fuel tank. On a cold start the vehicle compensates for being cold by adding fuel. Once it warms up the computer tells it to quit adding extra fuel. If it is a bad sensor of sorts, check engine light should come on.

1991 Ford tempo gl overheats when in idle and how do I replace power window motor?

Overheating at idle is usually due to the engine cooling fan not working. Could be a bad fan relay (most common cause), bad fan thermostat, or a bad fan motor.
Replacing the power window motor is quite difficult, I would leave this to the pros unless you are really mechanically inclined. I replaced one on an Aerostar, but I don't think I'd try it again.

1992 ford tempo stalls when at a stop light. It runs fine when moving

Here is the common cause of surges, stalls at stops, slow idle speed, erratic idle speed, rough idle and engine hesitation (and other problems), it is in most cases the idle speed control air-bypass valve and or throttle valve and upper intake, these area's get full of gunk and combustion residue over the miles and cause idle issues (stalls, low idle) like yours, Get a can of intake cleaner from any local parts store, not carb spray, intake cleaner, it is made by a company called CRC, remove the air intake hose to the engine, hold the idle high so the engine won't stall, then spray the can of cleaner into the intake while keeping the engine running, use at least 1/2 the can, shut down the engine and disconnect the battery for 5 minutes, then restart and complete a number of mixed driving cycles, town, freeway, stop and go etc., after a few days the problem will go away as the system will relearn to the clean intake.

1992 Ford Tempo- Vibrations and stalls freq.

change to a good Motorcraft (Ford) oil filter with good check valve in it.

Try adding some Chevron Techron Fuel injector cleaner with less than 1/4 tank of fuel. It will clean varnish from injectors.

1992 ford tempo blower motor

If you look up behind glove box (it will come out if needed) you should see wires going into heater housing/duct, then out to blower motor. The connector there should be attached to a resistor that may have gone bad. I believe there is 2 small screws holding it in to housing.

Checked Fuel Pressure Regulator on 93 Ford Tempo GL 2.3 Liter.

As far as I know without checking it personally it sounds like it could be one of three things (in order from easiest to hardest). Clogged air filter, worn timing chain, leaking head gasket. To check for the third go to Auto Zone and get them to do a compression check, its free. I can't remember off hand but if the 93 has a TPS (throttle position sensor) that could also cause an irratic idle.
