You have to have a special tool like this
http://motors.shop.ebay.com/items/Parts-Accessories_Automotive-Tools__W0QQ_nkwZfordQ20innerQ20tieQ20rodQ20toolQQ_fromfsbZQQ_trksidZm270Q2el1313QQ_odkwZQQ_osacatZPartsQ2dAccessoriesQ5fAutomotiveQ2dTools

Disconnect the outer tie rod and remove, then remove boot, then use special tool to remove inner tie rod. You will then have to have it aligned. You can use a tape measure to get it close enough to drive, just mark one of the grooves in the tire so you are measuring the exact same points, measure from tire to tire in the front of front tires then take a measurement at the rear of front tires and adjust the outer tire rods until the measurements are pretty close to equal.

I can't remember on a 97 model what is in the way. The ford shop manual says you have to remove the rack to replace them.

Mechanic says inner tie rod needs to be replaced. How do I know?

Raise the vehicle and wiggle the wheels left and right. You would know which one has a play if its the inner or the outer. the inner tie rod connects close to the rack and pinion. The outer is close to the tire. Goodluck

Inner tie rod end on passenger side needs replaced

its not that hard its just a pain getting access to it as you will find the unit is tight and there is not a lot of room for leverage.

Exact same thing happened to me. On my 03 taurus and 03 Windstar. It ended up be worn inner tie rod ends. Would reccommend an inspection of bushings, tie rods etc.
