For car not changing gears it can be shifter assembly issue, or it can also be transmission issue. Get the shifter assembly inspected with ignition OFF.

If unit has been neglected, my first thought is serves you right! Maintaining this stuff is essential.
That being said, change the fluid and filter. Use a container of Lucas transmission additive, along with the new oil. Do not expect a miracle. If it does help, change the fluid again in about two weeks. You don't have to drop pan if it has a drain plug when changing the second time. Put additive in on both changes! Likely you have a bad varnish buildup on the insides of the valve body.. you must be a really good tech to take one apart to clean it, so do not even think about it!!! Most shops do not advise changing fluid on neglected units but, if it already is malfunctioning you have everything to gain and nothing to loose at this point!

check the kickdown/throttle valve cable. It may be bound up and stuck in the maximum position giving you extremely late shifts.

There ISN"T any modulators or vac lines on any Chrysler automatics

SOURCE: 4x4 slips shiftin gears starting and stopping

you might already know but when shifting into 4wd you can shift into 4hi while driving as long as the tires,(all four) are travelling the same speed. you can't shift into 4wd if you are spinning. 4 low you have to completely stop. When you are in 4 low as you know the power of vehicle is greatly increased due to gear reduction. so if you are seeing slipping symptoms, you might want to change transmission filter. It might not be much help to you but it might prevent problems down the road. also when changing fluid be sure to put mopar transmission fluid for replacement on jeep. like gm calls for dexron. the transfer case on dodge and jeeps also takes transmission fluid. I had to replace a t-case on my friends dakota that was making a grinding noise and it turns out a seal had leaked some fluid out and burnt up some bearings. pretty expensive. they are chain driven. hope I didnt get too carried away, because I am not a transmission expert but I just wanted to share what I did know with you.

2nd gear is the default when the computer sees a problem,when you restart it is cleared. I thought the clearing procedure was key on engine off,depress throttle fully 4 times within 5 seconds.
If it clears when you restart I would think that a good sign,at least it's not a hard fault.
Most likely a control solenoid in the module mounted on the front of the trans-axle.Serviceing the tranny would be a good start ,wouldn't get it flushed ,just drop the pan and change the filter.

TO DO A TRANSMISSION FLUID CHANGE YOU NEED HAVE TRANSMISSION FLUID ON HAND YOU NEED TRANSMISSION FILTER AND GASKET.YOU NEED 3/8 WRENCH THE RATCHET TYPE WITH METRIC SOCKETS. YOU NEED JACK TO RAISE VECHICLE SUPPORT VECHICLE ON JACK STANDS.YOU NEED A DRAIN PAN. ONCE YOU GET VECHICLE OFF GROUND.PLACE DRAIN PAN UNDER TRANSMISSION OIL PAN REMOVE OIL PAN DRAIN BOLT.LET FLUID DRAIN OUT IN DRAIN PAN THEN SCREW DRAIN PLUG BACK IN PLACE DONT OVER TIGHTEN.REMOVE OIL PAN AND GASKET. BESURE TO HAVE PAPER TOWEL ON HAND.MAKE SURE TRANSMISSION OIL PAN GASKET SURFACE CLEAN BEFORE INSTALLING NEW PAN GASKET. ONCE TRANSMISSION OIL PAN REMOVED. REMOVE THE OLD TRANSMISSION FILTER INSTALL THE NEW FILTER.THEN WITH NEW GASKET ON OIL PAN IN PLACE.OIL PAN NEED TO BE CLEAN SO THE GASKET ADHESIVE WILL HOLD PAN GASKET IN PLACE WHILE INSTALLING PAN AND GASKET TO TRANSMISSION.INSTALL OIL PAN BOLTS INSTALL THEM CRISS CROSS TORQUE PAN BOLTS TO 7 TO 10 FT LBS. LOOK IN OWNERS MANUAL FOR TRANSMISSION FLUID CAPACITY.BUY 10 QUARTS .TO BE ON SAFE SIDE SO YOU WILL HAVE ENOUGH FLUID ON HAND. IF YOU DONT HAVE NO TRANSMISSION FLUID CAPACITY. ADD 7.5 QUARTS FLUID.WAIT FOR 2 MINUTES.CHECK TRANSMISSION FLUID LEVEL ON DIP STICK. SHOULD BE ON THE FULL MARK.CRANK VECHICLE UP.LET IDLE FEW MINUTES CHECK TRANSMISSION DIP FLUID LEVEL IF DROPPED ADD LITTLE MORE.WHILE ENGINE IDLING GETTING WARM UP. KEEP EYE ON FLUID LEVEL.WHEN FLUID LEVEL STOP DROPPING. APPLY BRAKES HOLD FOOT ON BRAKES SHIFT THROUGH ALL GEARS TWO TIMES. rec check fluid first. If trans fluid hasn't been changed in last 30,000 miles change fluid, filter and pan gasket. At that time inspect for foreign materials in bottom of pan or on magnet if you have one. If truck has over 100K and fluid was never changed you may have more problems if changing the fluid.

Transmission quits all gears after short drive, cut it off and wait 3 or 4 minutes and it will shift again for a short time .

Check fliud level first, being low can cause, also might want to remove transmission pan and inspect for a clogged filter, if ok rhen seals in transmission bad would have to rebuild or replace transmission.
