Question about 2004 Honda CBR 1100 XX Super blackbird
The lights on USA model blackbirds go through contacts on the start button, the lights go out during starting so there is less electrical load. The button can stick in after starting so the lighting circuit does not come back on. Make sure the start button comes fully back to its rest position. (You may also need to clean the contacts behind the switch).

Pull the light from it's bezel and check plug for fit and cleaness and wires in side for split or broken also look at ground wire if none of the above try the switch take it apart and check for cleaness.
