Usually up is always CHOKE ON, down is CHOKE OFF ! If worse comes to worse, remove the air cleaner element and listen to the carb when turning it over. If there is a louder sucking noise the choke is closed.

Water in the carb float bowl? Remove the carb then remove the float bowl. Use spray carb cleaner to clean the carb. Pay special attention to the main jet.
