No, it is most likely your fuel filter, lines or carb. It sounds like your carb or lines are gummed up. or your carb's choke is stuck or broken and it is letting to much air. Some one I know had the same problem.

I would double check compatibility and wiring hook-up of the A/M CDI. See if the previous jets (if undamaged) improve top end. The leaner, the meaner!
