Yes you are missing all the exhuast power valve parts. This system consist of many small pieces assembled in the chambers that you have the covers removed from. This system is designed to allow a 2stroke motocross type engine to develop better lowend torque and then when the rpm reaches a designated point these powervalves open up and allow better top end power. It is not un common for these pieces to be removed in high rpm only applications such as when this engine is used on a shifter kart or some other type of high speed buggy.
