The starter motor is located on the front of the engine. follow the heavy starter cable wire to it. This model has a common starter clutch failure that should only be attempted by someone with much knowledge of this machine. This failure produces a symptom of starter slipping and makine lots of racket when trying to start. The problem is not with the starter motor.

    I tried to start it while I have the battery on a charger since it was a year old and I hear a constant ticking sound under the seat. What could be it since I initially thought it was a starter... Thank you!!!

    If youn are saying the battery ahs not been charged/bike ridden in a year then it may not be any good and will require replacing. The bike will not start of the battery charger's power and you would hear a ticking sound as if the battery were very low state of charge. Before you go any further get a known good battery hooked up and test. Your whole problem could be the battery.

    With the bike in neutral, key on try jumping across the large post of the relay. this will tell the condition of the starte itself. if the bike spins over normallt the starter is good and we can move farther with diagnosis.

    yes bypass the relay by jumping across the terminals with a heavy metal object such as a large screwdriver or pliers

    Sure, if you have located the starter use jumper cables to connect directly to the starter. Connect the positive cable to the post on the starter itself where you see the heavy cable connected. There may be a rubber boot that will have to be pulled back. Then firmly touch the negative cable from the battery to the engine case in a spot that will not show as some arching will take place as you touch and it will leave a small burn mark. If the starter is good it should spin normally , if you turn the key on and choke it as you would if trying to start normally it should fire up.

    Ok, on the left side of the engine by the shifter there are 2 round access plugs with a flats slot in them. Use a LARGE screwdriver and remove the center one(larger of the two). Inside you will see a large nut. Use a socket and attempt to turn this nut clockwise. this is turning the crankshaft. We want to verify that the crankshaft is free and the motor is not locked up. We will go from there after you do this. .

    Ok so as I remember you problem; All this started with where is the starter located. It sounds like you do have a bad starter because you stated that it only sparked but didnt spin when you jumped a battery directly to it( you did use a battery didnt you? not a battery charger). Is this correct? If so lets verify that your starter relay is good. When you push the button as when normally trying to start, do you hear a click? If so it would be great if you could hook a 12volt test light to the cable on the starter and see if it lights when you hear the click. A starter is expensive so I am trying to make sure you are going in the right direction. Answer all these questions and we'll have the answer.

    Yes I jumped it with a cable didn't spin then I connected a test light to the starter and hit the switch light didn't come on....

    If you have connected voltage directly to the starter( positive cable from battery to cable post on starter and negative cable from battery to engine case) and the starter did not spin then the starter motor itself is bad. You did not mention if you are hearing a click. The ckick would be the activation of the starter relay(some call it a solenoid). This is the device that sends voltage to the starter when it is activated by the pushing of the starter button. You MUST find this relay and jump across the two large cable post withn a screwdriver to test it. You had told me you didnt understand this check previously. You must complete this test and report your findings as your latest response dosent make sense to me..

    Yes use a large screwdriver to hold across the post of the relay to see if the starter will spin. i remember you telling me some time ago about the constant clicking. we'll get to that after you tell me results from jumping relay. sorry this is taking so long for you. It really is not that hard to understand once you realize how the components work.

We don't know where the battery is. in the front

The battery in a 1997-2002 Viper is located in the drivers side rear fender.

check the boot trunk whatever you wanna call it
