Hi and welcome to FixYa,

May I offer a differing view? There is negative pressure developing inside the fuel tank. The "whoosh" sound is air rushing in to the tank. The vacuum is created when fuel is drawn from the tank and is not replaced immediately by air. This would also explain why "it cuts out". The vacuum has increased to a point that fuel would no longer be drawn from the tank and the bike's carbs starves of fuel. There are other hoses attached to the tank as you have described. One of them is for the vacuum relief, simply stated it is the air breather. It may be that the hoses are clear but the spigot (the metal tube the hoses attached to) are blocked. One way to check is to remove the hose, insert a flexible wire and worm it inside the spigot.

Check and perform preliminary visual or necessary inspection. Pls post back result(s). Good luck and Thank you for using FixYa.
