Question about 1989 Suzuki GSX 600 F (Katana)
The bike cuts out at 5000 rpm when in gear if its in nuetral no problem but no matter what gear im in at that rpm it cuts out but when i go above or below that its fine the rpms drop to zero in the blink of an eye but then shoots right back up once I go above or below 5000 rpm
The power regulator may be at fault.

There is an air leak letting outside air into the fuel/air mix. This leans the mix and causes the problem you describe. The diagram below shows the likely carb air leak areas; "O" ring seal dried out, clamp seal bad due to loose clamp or hardened manifold rubber, rubber manifold dried out / cracked, the vacuum cap is loose. Other sources are a loose spark plug, bad valves and leaking head gasket.
Can I get a “very helpful” rating on this answer?

Testimonial: "Thank you very much. I called the local Suzuki dealer (who just installed an APE Manual Chain Tensioner) and they said it sounded like a vacuum leak. "
