Are you pulling lever back towards you then releasing. If so that is for flashing your lights. Try pushing forward on same lever that should latch it in to high beam.
Could be a dozen different things. Is the check engine light on ? Does it happen at the same time or under the same conditions ? Does it start back up or do you have to wait ?
You need to buy a whole new clicker, same thing happened to me, eventually your bright lights will end up not clicking off or vice versa. and your turn signals will mess up. Get a new clicker, it's the easiest solution, but not the cheap one. mine was like 200$
