Hi, David wires getting hot are usually caused by being worn or chaffed coming in contact with a ground which leads me to my next suspect a poor battery connection with the ground cable either at the battery or where it goes to ie. engine or frame.

Scooter sputtered and quit while riding. Gas dripping from bottom

The blue header on your posting says a Milano 150cc which is a single cylinder four stroke. You write the bike is 49cc. That small an engine it is probably a two stroke (mix gas with oil)???? Which bike do you have???
Four stroke or two stroke chances are that the carb float has a bit of trash not letting the float needle close fully. Remove the carb and clean it. re-mount it then Remove the water trap bowl from the bottom of the petcock (gas valve). Is there any trash in the bowl?
Dump the bowl and remount. It may be that your bike does not have the water trap bowl I have mentioned.
