Something got missed in low speed circuit or incorrect pilot crew seetings, also check for intake leaks rubber carb joints.
its very critical to make sure the low speed circuit and jets are clean thoroughly.

SOURCE: Misfire and backfire at low rpm, runs rough at low rpm

You did not say whether or not this was a carburater engine but from the sound of it one of your jets may be sticking, a good cleaning of the jets will most likely fix the problem, the likely cause is a small build up or piece of debris on the jet.

SOURCE: 02 Yamaha xvs 650 dragstar classic that misfires when it warms up

First I would change all the spark plugs, and if that didn't make a difference then it sounds like the coil(s) are warming up and breaking down........when it starts to skip take a good pair of pliers with good rubber on them and pull each spark plug wire, when you get to the one that the running doesn't change then I would replace that particular coil

Fouling out new plug

over rich - if it does the same with no filter on try dropping the needle .
if it's fine with no filter than try a free flowing one . float hight may be incorrect - double check where the float hight should be measured from. if carb has a diaphram in it make sure its correctly positioned it could be keeping the needle to high up. you could try a lower octane fuel.

The carb needs rebuilt again, and you should also replace the fuel filter,If it doesn't have one in the line you should get one and install it. Have who ever rebuilds the carb this time to use ultrasonic cleaning method.

Your condition sounds like a particle may be plugging the carb. IF you have good fuel flow to the carb, then take the carb apart and blow out any passageways. While there, drain all fuel and put in new fuel.

Does anyone know the carb. setting for a Homelite 45cc chainsaw. Or set up procedure??

Start 1.5 CCW from lighty seated then do as the link suggests.
Carburetor Adjustment by
CW is leaner; to lean will destroy the saw. If over tightened closed (CW) the adjustment screw faces are easily marred; marred adjustments are difficult to impossible to set properly.
Clean the air filter; adjusting with a dirty filter can cause a run lean condition once cleaned and the saw run.

There are 2 wav (sound - idle & full – may not be highlighted) files that I find most helpful, I think you will too.

Honda Lawn Tractor 2216 won't start

If you have had to take it back twice, I would say they are not doing a very good job. I would clean out the fuel tank and if possible, install a good inline fuel filter between the tank and carb somewhere.
You can clean the carb yourself if you have some basic mechanical knowledge and metric tools. The main thing you need to do is remove the float bowl and clean it out, then remove the main jet from inside the center of the carb body and clean it out. Try to do this without removing the carb from the engine because getting it off the engine can be a tricky frustrating job if you don't know the little "tricks" to get the linkages disconnected
