This sounds like the rubber tipped inlet needle is leaking on its seat, you can try another needle, however if the seat is pitted it will need a new carb, you need to do a pressure test on the fuel inlet of the carb, with a small pressure ( 2 psi approx ) there should be no leakage
Thank you Andrew I put a new needle in and now it starts. However, I can get the saw to idle down enough to disengage the blade clutch. It also Boggs pretty good before it revs up. There is also gas coming out the top of the fuel tank vent as its running. Any ideas what else is going on??
The machine has a centrifugal clutch, check the clutch springs are ok, if they have too little tention the clutch will engage prematurley, also check the drum bearing is not tight on the crank as this will cause the disc to spin on idle, i have to say again it was not the best of carbs the later carb had adjustable mixture screws.

Four things I can think of:
1) There is a short in your spark plug wire. When you bend it to connect the plug in the machine it allows the exposed cable to contact the engine block. Examine the wire all the way to the coil.
2) Flywheel key is sheared ( you obviously know how to take off the flywheel since you checked the seals).
3) Flywheel air gap is not set correctly. Loosen the coil. Put the cover of a notebook or the cardboard piece of a cigarette pack between the magnetic portion of the flywheel and the coil. Tighten the coil down. This will get you the proper gap.
4) Your cylinder/piston or rings are scrubbed out. Even though it passed a compression test, on rare occasions it will loose compression only when it fires. So do the following:
Remove your exhaust manifold. Look into the cylinder with a flash
light. You are looking for scratches. Anything larger then a light
fingernail is definite proof you need a new cylinder/piston assy.
If it passes that test do the following:
Pour
mixed fuel straight into your cylinder until 1/4 full. Slowly pull your
saw over while looking into the cylinder. If you see bubbles after the
ring/rings go by then you need a new cylinder/piston assy. On rare
occasions if no scratches are present on the cylinder wall or piston,
you may be able to change just the rings.
First if you can get a inline spark tester so you can see if your getting spark with the plug installed.

Pull off the exhaust, does the piston look ok?
If scored thats not good.
If ok check fuel filter , pressure test lines or remove and check for cracks. Just a start but check easy stuff 1st or get back to me with more info, cheers

If you are still having problems I would check or replace white grommet inserted into cylinder and connected to manifold,they have issues with breaking or blowing out.This model also has problems with the black intake boot not sealing around cylinder and manifold,an easy check by spraying a LITTLE carb cleaner around problem area.
