Did you removed the steering you might have grounded the wire for the horn , it works on a ground system i would check the wire again and make sure it's now shorted

SOURCE: 88 cadillac deville, ac blower fan wont shut off,

Ralph,
Most common cause of this is the blower fan (proper name for the fan you refer to) continuing to run is a shorted out Electronic Climate Control Module. This solid state device replaces the older style fan speed resistor block (at about 4 times the price) This unit is found on the top of the HVAC box under the hood. (HVAC means heating, ventilation and air conditioning) The HVAC box is found on the passenger side of the firewall. Look behind the A/C's accumulator. It will have an electrical wiring plug on top of it. It will be fastened to the HVAC box with a few 7mm hex head screws. Very easy to change.
FYI, do yourself a favor and replace the blower fan motor at the same time. The Electronic Climate Control Module usually fails because the motor is drawing to many amps of current. This is because it's bushings are worn out or the brushes are worn out.
This is very common on Cadillacs and Buicks.
Charlie
PS Not sure why car won't start. Either you drained the battery or blew a fuse which controls starting the engine. Need more info regarding the "no start" condition.

I need to program a new fob. am reusing the old key! can you help?

  1. Turn the ignition to ON, then wait 10 minutes for the next step in the programming sequence.
  2. After the 10 minutes has elapsed, the car horn will chirp once. Turn the ignition switch to the OFF position within 5 minutes after the horn has sounded, then to the ON position within 5 seconds after switching it OFF.
  3. Leave the key to the ON position for 10 minutes . After the 10 minutes has elapsed, the car horn will chirp twice. Turn the ignition switch to the OFF position within 5 minutes after the horn has sounded, then to the ON position within 5 seconds after switching it OFF.
  4. Leave the key to the ON position for 10 minutes . After the 10 minutes has elapsed, the car horn will chirp 3 times.
  5. Verify that the security indicator in the instrument cluster has stopped flashing and attempt to start the vehicle.
  6. Turn the ignition to OFF and remove the key from the ignition switch.
  7. Move approximately 3 meters (10 ft) away from the vehicle and test the transmitter functions to validate that the transmitter has been programmed successfully.

Trying to install new batery and the minute I put the second cable to battery the horn starts going off How do I stop this. I thought I disconected the horn but it keeps going off

Install the battery by connecting the positive cable first, then the negative. If this does not work,do it vise-versa.connect the negative first, then the positive cable. If this does not work, connect the battery, and then insert the key and start the engine,if horn stops, let it run for about a minute, then turn the ignition off and remove the key.

1999 F350 horn blows all on its own...

I think your horn relay is making contact from behind your horn buttons on your steering wheel. Usually as time creeps up the insulation that is placed on the positive lead for the horn gets worn out from constant horn action. If it is worn down the horn is touching a ground and completing the circuit and thus making the horn sound. I would start with that first before getting more technical. Let me know. Gabe
