The wire still has power but still wont start, but if i go right from battery to fuel pump with 12 volts it will start

get a boost to start it. after you start it let it charge up the battery on it's on. if it does not charge the alternator might be defective.

Ok check if there is voltage on the terminal that connects to the tank inlet usually always have problems with the negative lead so I recommend you check it .... Thanks good luck
SOURCE: put new fuel pump now the pump runs but the power
If your pump is running on 7vdc, you are not getting enough fuel pressure to sufficiently supply the engine with gas, and it will run rough, sputter, surge, backfire, all manner of unpleasant things. If this is the case, and you are reading 7vdc while the pump is connected, this could indicate a problem within the fuel pump or fuel pump electrical circuit. Turn the car off, unplug the fuel pump wire harness from the fuel pump, insert your voltmeter leads into the vehicle-to-fuel pump wire harness connector, then have a helper turn the key to "on." You will have two-three seconds before the computer senses no fuel pump return signal, and shuts off voltage to the fuel pump. Observe the voltage coming from the vehicle wire harness to the fuel pump connector, it should be 11-13vdc. If it is, and only drops to 7vdc when connected, there is a partial short in the wiring from the point the fuel pump plugs into the harness, or the pump just creates a large voltage drop. Every device causes a voltage drop while in use, but 5vdc is too much of a loss. Re-examine the fuel pump installation, and make sure there are no obstructions over the fuel pump inlet, and that the wire harness inside the tank is okay.

If you have 12v ot the pump AND a good ground, then the pump is bad. check for voltage on the BLACK wire, if there is no voltage (o) then the ground is good. If it has voltage the ground is not good, its bolted at the rear crossmember above the rear axle (not the last one) Make sure there is a good connection where the plug is at the pump module.( no melted pins) If the pump is bad, buy a quality pump, like AC DELCO, or DEPHI. Cheap pumps never work. The relay powers the pump for 2 seconds before the engine starts, the oil pressure switch powers the pump once the engine is running.
There are some possibilities which you
will have to check in this case:--
1) First of all check the power and
voltage to the battery. With meter it will show exact 12 volt if the
battery is charged. If the voltage is less get the battery charged at local
auto repair shop. If the battery is internally drained and not getting charged
then its time to replace the battery.
2) When you crank the car do you see
spark coming at the spark plug? If no then its time to check the spark plugs
and coil pack. If the spark plugs are not worn out and looks new then its time
to check coil pack. The spark plug gets power to spark from coil pack.
3) The other thing to check in this case
is the starter solenoid of the car. If the battery is charged and you start the
car then it gives power to the starter to start the car. But if starter is
faulty or not connected properly then car will not start.
4) The other thing to check in this case
is fuel in the car. If there is fuel in the car then check the blockages in the
fuel pump if the fuel pump looks proper then check the fuel filter above the
fuel pump.
5) If all the above possibilities
mentioned above checked out OK/perfect then it's a electrical issue and
the wiring's in the car needs to be checked. The car gets
power from the battery to get started. so the wires from battery needs to be
checked one by one.
