The heater core if leaking will let coolant run into the passenger side floor. it will need replacing.

Coolant is oil based. The oily mess in the overflow could be very old coolant. Or it could be engine oil from a leaking head gasket.
The rusty stuff on the floor inside the car could be from a leaking heater core.

SOURCE: 1993 cutlass supreme run hot

A common problem is that the electric fan will not operate. You need to determine if the fan is coming on when the vehicle gets warm.

When you replaced the coolant, were you sure that you got all of the air out of the cooling system? If you have any air in the system, it will cause your system to run hot!

SOURCE: The windshield washer fluid isnt coming out for

Yes there are two pumps located in the wiper fluid reservoir. If your in a bind, you can switch the plugs and small hose that go to them because they are both the same. The upper pump operates the back, and the lower pump operates the front. The back won't work until it gets replaced, but it beats driving backwards.

Radiator and water container

If you have a auto it may be transmission oil from the oil cooler in the radiator. Having changed the radiator may have removed the original fault but there would be still ,oil in the coolant system that is still coming out. Have the system professionally flushed by a reputable radiator shop and then have the cooler tested in the radiator.

I HAVE 95 CADILLAC SEDAN DEVILLE. IT SPUTTERED AND SHUT DOWN TODAY AND WHEN I LIFTED THE HOOD, I NOTICED A BROWN SUBSTANCE INSIDE THE RADIATOR , AND IN OVERFLOW. THE CAR WOULD TURN OVER , BUT WOULD NOT...

The brown substance in the radiator and overflow indicates 2 things:

1. Rust in the coolant indicating the system needs to be flushed

2. Stuck thermostat making the rust back up into the overflow

If the car didn't overheat when it shut down, the problem is probably a fuel related issue. If there was an overheat when it shut down, you will need to identify whether you have a bad water pump or thermostat.

You may have accidentally got air locked in the system. Their maybe a petcock or two on top of the motor where the antifreeze hoses go to. Add more fluid then run the vehicle for a while and turn the petcocks to release the air. If you do not find the petcock you will need to watch the fluid levels while running and make sure the thermostat opens then add more fluid when its low. You should be able to tell when the temp gauge drops to normal or lower op range.

hate to say it, but sounds like a blown gasket or cracked head - the mere indication of the white mily substance.
If you haven't done so, it is time to do a compression test.
Alternatively have you checked your oil pump itself?

My serpentine belt keeps wearing within a few weeks. Also I have a substance leak, either oil or antifreeze, or both. Any ideas where to start?

Water pump bearing. This will cause coolant loss and rapid belt wear. Replace the water pump along with a new belt. Check idler pulleys too while belt is off.
