It doesn't include tire size of 29" and there is another screen that appears during programming that cycles between 200, 400, 600, 800. what do they represent and which one do I choose?

You are correct, the Bell Wirless Speedometer doesn't appear to go above 27" for road bikes and 28" for mountain bikes.

You can find the manual (with programming directions) here: http://www.bellbikestuff.com/pdfs/111741WirelessManual.pdf

How to set tire size on sette triton wireless computer

For the Sette Triton 12 Function Cycle Computer:

Go to the ODO mode, then press and hold the tiny "SET" button on the back of the computer for 3 seconds to go to setting.

Press "SET" button again to select between Km/H or Mile/H. Press large "MODE" button to go to Bike1 & Bike2 Setting. Then press "SET" button to select Bike1 or Bike2.

Press "MODE" button to go to Wheel Settings. Input the correct wheel size by pressing "SET" Key. the size it asks for is the circumference of the tire, in millimeters. You can find the circumference yourself by making a mark on your tire, pushing the bike forward until the mark makes one full rotation, then measuring the distance on the ground between where the tire started and stopped.

A table like this: http://1.bp.blogspot.com/_bTatB4zy3aI/Sh8Yx7IsnwI/AAAAAAAAABs/KHvHuoYuARA/s1600-h/circs.JPG
is included in the manual, and if you know what size tire you're using, I'm almost positive the number under "circumference" is the correct one to input into the cyclo-computer.

I just bought a Bell Wireless Cyclocomputer (15 function) and I can't figure out how to set the tire size. Ive been holding down both buttons for different amounts of time and and I can't get it...

after holding down both buttons for 3 seconds those four numbers show up . They are changed according to the tire measurement. Use the chart in the manual to determine your four numbers. then set each digit by repeatedly pushing the set button. push the mode button to advance to the next digit. After the fourth digit is set the set mode will advance to the next setting.

Denali GMC 700C Women's road bike wrong tires!!!

Can you explain why you think the tires are too big? Do they NOT fit the rims? What condition was this bike in when you bought it? If the brake pads line up with the rims then the wheels are correctly sized for the frame.
