Depends on how you define closed system, Just the spot to add the fluid is all that you should have open. It's the Green cap near the drivers front head light (it'll have a little steering wheel logo on the cap) It takes special VW CHF 11S fluid (most autozones, carquest etc.) should have it.

you have a power steering leak, when in full lock position the power steering pump is actually sucking in air and this is your noise. you will have to locate the leak and replace the leaking part and fill it to proper level.Ford will accept trans fluid for power steering fluid.
SOURCE: WHERE IS THE P. STEARING FLUID FILLING PORT LOCATED?
It is always in the hood on the passenger front towards the full light. It has black rubber cover.
SOURCE: How do I flush the power stearing pump fluid
there are two hoses at the base of the steering rack just unbolt one put a pan underneath then just let id drain out put new steering fluid turn on engine then let it all get out hen repeat the third time close the hose fill to spec and done
Testimonial: "Thanks. I didn't think about having to drain it several times, but it makes sense. I'll give it a try."
