I have a PR4 125 Enduro and the top speed is 82.6

The guy I bought it from took great care of this bike for five years but only rode it 577 miles in that time period. If I let it sit for longer than an hour I have to use the choke to get it kickstarted.
I let it idle around 1800 - 2200 rpms is that too high?The carb on a bike that old surely needs cleaned. There are two small jets in it one with a very small hole, just buy a new one.
