SOURCE: want to remove throttle grip to replace with new

Yes, just outside of the switch box , follow the cable a few inches and you'll see an cable adjustment bolt with a locknut against it. Most times these can be hard to see because thay are covered with a rubber boot to keep them from rusting.
Roll back the rubber boot and loosen the locknut all the way back, now unscrew (counter-clockwise) the adjuster and you'll see the cable get longer. Some are opposite and you have to screw (clockwise) the adjuster in and you'll see the cable get longer.
Now you should have plenty of slack to finish the job.
Make sure you tigten the cable back up with 2-4 mm free play, and tighten the locknut.

Two things: First make sure there is some free play in the throttle cable. The twist grip should have a small amount of free-play, just a fraction of a turn, before the throttle actually begins to open. On the throttle cable, up near the handlebar, is a free-play adjuster.
Second, verify that the throttle cable is routed correctly. Confirm this by referring to the owner's manual for your Honda.
Both of these items are absolutely critical for correct and safe operation.
