Pull the tank and ensure that it's connected. There should be 2 connections under the tank, one is for the pump the other is for the fuel gauge.

Corroded connections? Perhaps the fuel sensor is stuck, try filling the tank only 1\3rd full and while standing on the bike wobble it from left to right letting the gas slosh around.

The rev counter goes from 0 to 7000 revs then back to 0

that is the indication of the exup valve malfunctioning. it tosses the code of 7000 rpm for a few seconds on start up to let you have an indication that there is a problem.

I have a thunderace and the rev counter keeps jumping from 0 t0 7000 revs

7000 rpm is a self diagnostic code that either your exup valve is not being detected or the valve is locked up and not moving. If you put a header on your bike and took over the exup valve servo motor, you are going to have to put it back on. It also changes the mapping of the ECU and will not let it rev to redline when the Exup servo motor is missing.

1998 R1 showing fault 7 on rev counter, is this fuel sensor as was low on fuel when i picked it up from mot?

Check to see if your fuel level sensor is plugged in. Generally that is what triggers that. Someone had the tank off and forgot to plug it back in when going back together.

My 1999 R1 rev counter just shoots upto 7000 when on tickover

Its a self diagnostic feature. It is telling you either the TPS is unplugged, the fuel level sensor is unplugged, or the EXUP valve is unplugged or frozen and not moving.
