Try this. Turn the key on, do not start the vehicle. Absence the needle on the speedo. It should move down and then back up. Before it moves back up turn off the key. Repeat this until the needle is at zero. Then start the vehicle. If the needle goes back to a spot other than zero, you may have to take it for a quick drive, than the speedo head is likely bad. Yes I agree it could be a speedometer stepper motor problem, it is common.

Are you a GM dealer tech? I was a Ford tech and GM, equal time at both dealers. I did all electronics the last 15 years before I was injured and retired. You really know your stuff, I read some really out there solutions in the 4 years I have worked this site.
No dealer experience just independent shops. Problem solving is in my blood the bigger the problem the more I'm into it!
Where those "out there" solutions mine? Lol I've never been called normal by any means!!

How have you verified this? I have heard this many times and most of the time I have found no error or the customer has installed bigger tires.

There was also a tab and a recall for this ( about 99% sure).
