I took half the engine out. The throttle body, the IAC, the thermostat, the intake, the battery and disconnected a bunch of hoses and cords. Then I replaced the thermostat, cleaned the throttle body, intake and the IAC and put everything back together. Now my idle when cold goes up to 3000 rpm and after the car warms up it drops to 2000 and starts searching between 2k-2500. In drive or reverse it idles at 1100 consistently, but constantly wants to go. It seems to be fighting against the brakes. It shifts normally and everything seems to be working fine other than the sporadic idle in park and neutral and the high idle that seems to be pushing the car even with the brakes on.
Hello my name is autoteck21 sounds like you dealing with one of two things. #1 Either you have a vacuum leak in one of your hoses or your vacuum box at the worst case one of your vacuum control
solenoid. #2 Your idle air control module (under your throttle body.)
To test #1 take a can of brake clean or carb/choke cleaner and in small 2-3in areas spray little spots while engine is running listen too your idle for any changes (you will here the differences) if so there's your leak.
To test #2 find the little connector (2 wire) under your throttle body (when standing in front of your car lower front side under intake pipe hose clamp)

Turns out it was the IAC had completely broke. Thankfully there are no vacuum leaks and everything else is fine. I just had to buy a new IAC which cost me $54 for a used one on Ebay compared to the usual $400+ for them new. So, I'm just waiting for that to come in and the car should be running fine after that. Thanks for the help.
