My mom had a 90's lumina I can't recall the year, but she had alot of electrical problems that stemmed from the Blinker/Wiper/Cruise control switch. Eventually the blinkers stopped working and she sold the car.
Well usually when the third brake light works and the others don't, the problem is in the turn signal switch. The center brake light is separate from the other two as far as circuits go. The thing that puzzles me is the cruise. It could be something else, because the only way a faulty brake light switch would kill the cruise control is if the switch was stuck on. I think I would check the circuits in and out of the turn signal switch.
Replace the turn signal switch. The 2 lower brake lights run through this swith but the upper one does not. Let me know if you have any questions. Its not a hard oub if you are fairly mechanical. I expensive to have a dealer do. The part new is about $65.00.
this would be a multifunction switch which turn signal switch wipers ect. run through located on steering column under plastic cover.assuming the brake light switch is good see if third brake light works when you press the pedal if so it is deffintly the multi switch.
look for bent linkage and broken/disconnected wires. Try to picture the path the limb followed on it's way to where you found it. This is not the usual "it wore out" problem... be creative in your thinking when checking. Bends can be subtle but enough to throw stuff out of adjustment!
for both issues, could possibly be the flasher unit for the blinkers.....which could be separate from the hazard flasher unit...(happened on my 92 chevy lumina) or the actual turn signal switch which is located in the steering column....not the stick you push, but the part inside that the lever controls (also happened on my lumina............3 times)
TIP:
start by checking the flasher....its cheap maybe 3-4$ for a new unit.....if thats not it and you figure out its the switch, go to a junkyard.....its wayyyy cheaper
