Paid using PayPal but goods not received. Help!!

First register your loss with the person who was supposed to supply the goods. secondly, register your complaint with PayPal immediately using their own system, ensure you do this ASAP within say 48hrs of when you should have received your goods(sooner if possible) Dont worry if you have not done it within this time but it does help to register your notification ASA you know or suspect there is something wrong.
Inform the seller as it is his responsibility to prove the goods were sent to you. It is also his responsibility to chase the Post Office or other courier as he entered into a contract to send the goods to you with them. You cannot chase the Post Office as the contract is between him and them!
If the goods arrive, let everyone know ASAP too, that is only fair.

I still have not got my goods that have been paid for by paypal

You need to go to Paypal and tell them you've not received your goods, however, Paypal may not be able to do anything about it. I never use Paypal for that reason. You may not have any recourse except to never use Paypal again.

FREE

To open paypal account
Pay someone with paypal account
Withdraw from your paypal balance to your bank account
Add money to your paypal balance from your bank account
To send money or recieve money when money comes from paypal or bank account

PAID

1.9%-3.4% +€0.35 to get paid on purchaces
3.4% + €0.35 to send or recieve money when money comes from debit/credit card
A cross border fee of 0.5% applies to payments received from senders in another country.

If you have not gotten the item you paid for and the seller will not respond, try and open a dispute with Paypal so you can at least get your money back.

I have sold an item to a customer who has received his goods and he said he had paid for them on the 28th october 2010, on my account it says it has been received but my available balence to withdraw...

You will need to contact paypal customer service for this. They should be able to direct you so that you can collect your monies.

Adjusting for PayPal fees when recording payment received

Actually, you do not want to reduce the product name. When you make the deposit from PayPal, you want it to be for the full amount the customer paid. Then add a second line with a minus amount for the fees, and the account of paypal fees (expense). This way, you split off the fees paid to paypal as an expense, and the bank reconcile matches.
Attempting to reduce the ProductName will only result in tax liability issues, as you have to charge sales tax on the full amount the customer was originally charged.
Using a negative line on the deposit to split the paypal fees off is a much cleaner process, and causes no confussion for the accountants.
