First register your loss with the person who was supposed to supply the goods. secondly, register your complaint with PayPal immediately using their own system, ensure you do this ASAP within say 48hrs of when you should have received your goods(sooner if possible) Dont worry if you have not done it within this time but it does help to register your notification ASA you know or suspect there is something wrong.
Inform the seller as it is his responsibility to prove the goods were sent to you. It is also his responsibility to chase the Post Office or other courier as he entered into a contract to send the goods to you with them. You cannot chase the Post Office as the contract is between him and them!
If the goods arrive, let everyone know ASAP too, that is only fair.
