You either have a brake fluid leak either in the caliper or in a brake line or even a bad master cylinder. Either way you have air in you line I think. Check closely for leaks before any thing else. If you have lots of fluid in the syste mand no leaks, I would say that you need to bleed the brake. If that does not work, maybe the master cylinder need to be inspected or rebuilt Make sure the fluid is clean and new. Remember that when you use the foot brake, it applies the rear and also the one front brake thru a purportioning valve. That brake and line will have to be considered also.

How do you remove the seat from honda goldwing 1997 gl1500??
You have Two Handles on the side of the seat... The allen bolts are in the handle... The bolts that hold the handle also hold the seat.... Remove all 4 bolt, Lift off seat from the rear. The front of the seat has a slide that goes in a grove

the saddle bag on the left needs to be removed to access the caliper,then its the same as any other.be sure to not let excess brake fluid run out on the bike when you compress the caliper to make room for the new pads.
Bike has not been started/running for almost 4 years
if this is a carburetor model, then they will have to be removed and cleaned to get all of the varnish/old gas out of the orfices in the jets.
next i would change the coolant. drain all of the old antifreeze/water out of the system and replace it with the recommended type of coolant. while there, look at the hoses to see if they look worn/old. replace as necessary. also replace the thermostat since the system is flushed.
brake fluid. drain it all out and refill with new. bleed the brakes to get it all out.
take a peek at the brake pads to see if they need replacing. now is the time to do it as the brake fluid is being replaced.
airfilter. replace it as it is probably old and paper element might be deteriorating. not worth the chance of the filter failing.
fuel filter. replace it too as the gas in there is old.
if shaft driven, have the oil changed/rear end serviced.
check the spark plugs if they look fine, then its ok to reuse. but, if you have them out, might as well replace them and start from new.
and of course the stuff you mentioned (gas, oil, oil filter, battery) needs to be replaced.

First thing, change fuel filter. If that don't work, check to see if choke is operating properly. Check the spark plugs or change. Last but not least, disassemble the carbs and clean. Do one thing at a time and then try starting engine. That way you will discover what is causing you grief.
