Have you cleaned the carbs and the tank ? Are all 4 spark plugs sparking when it slows down , get a wet rag and touch each exhaust pipe and are they all as hot as each other ?

i would remove all particles and replace the filter if it is a foam filter i would not worry to much and see what happens there is a good chance they will be blown out the exhaust if it was a metal filter i would take out the spark plug and get a long reach telescopic magnet and go all over your pistons with it to remove all metal fragments with it hopefully that should be ok or its a top end strip at least

it is a pain but look real good at it , it will talk to you and tell you how to get it out

Make sure the fuel is getting to the valve and passing through it. Possible blockage in fuel line or in the tank.

First make sure that the new battery has been fully charged and is not defective. Next make sure that the proper voltage is reaching the started. You may have a bad post connection or loose connection at the starter. Try jumping you battery with another known good battery.
