If the front park lamps are on as well then check to see if the rocker switch on top of the steering column is switched so that the orange/red side of the switch is exposed. If you see orange/red, then switch it the other way and your problem should be corrected. That switch is the park lamp override and turns on the park lamps when the ignition is off, if needed. If that isn't the case then you should check each of the park/brake lamp bulbs to see if the 2 lead contacts on the bottom of the bulbs have melted to the point of touching, this will cause a short to power and turn on the lights even when the ignition is off.
