Question about 1993 Dodge Caravan
On most vehicle from that period there is a trim piece around the headlight that can be removed to access the actual mechanism that holds the headlight in place, usually a ring around the light. do not confuse the headlight adjusting screws only on one side or only the top or bottom for the headlight mount screws.

Not 100% sure what year it changed but if you cant reach behind & remove, then i believe there is 3 or 4 screws to remove around housing, and the entire housing comes right out to work on it.

you may have a bad ground wire up by the head lights the ground spot should be with in a foot of one or the head ligghts
