    Essentially you have to loosen the alternator and swing the alternator in a direction to tighten the belt, then tighten the alternator bolts.

I bet the belt is also cracked and should be replaced before it fails most cars have a tension bolt you tighten to tighten the belt, and when removing the belt simply loosen slide the old off stay aware of routing and then slip the new on tighten to specs

You either have the wrong belt, or it's not on correctly. Make sure all of the pulleys are secure. (Like the power steering pump support bracket isn't loose) The diagram for the belt is usually under the hood.

Removal & Installation
  1. Remove the air filter housing assembly bolts and the air intake tube.
  2. Remove the air filter housing assembly from the vehicle.
  3. Use a wrench to turn the tensioner bolt clockwise, compressing the tensioner, and releasing the tension on the serpentine accessory drive belt.
  4. Remove the serpentine accessory drive belt.
To install:
  1. Use a wrench to turn the tensioner bolt clockwise, compressing the tensioner, and releasing the tension on the serpentine accessory drive belt.
  2. With the wrench in place on the tensioner bolt, loop the serpentine accessory drive belt loosely over the pulleys.
  3. Slip the belt over the tensioner.
  4. Remove the wrench from the tensioner bolt and the belt will tighten itself.
  5. Install the air filter housing assembly into the vehicle.
  6. Install the air intake tube and the air filter housing assembly bolts.
  7. Tighten the air filter housing assembly bolts to 53 inch lbs. and nm

How do I replace a broken alternater belt on a 2003 mitsubishi lancer

First pop the hood and find the serpentine and alternator belts on the left side of the engine compartment. The serpentine belt runs around four pulleys. The alternator belt uses two pulleys. They share space on the drive shaft so they are right next to each other.
Of the four pulleys using the serpentine belt, three of them are vertically in line (closer to the front of the car) and the fourth stands alone (closer to the cab). Of the three vertically in line, the middle pulley is the one used to adjust the tension on the belt.
You must first break loose the bolt in the center of the tension pulley (the bolt is facing the passenger tire) by turning it counter clockwise. Then leave that bolt and go to the bolt connected frame connected to the other side of the tension pulley (this bolt is facing the front of the car). Turn that bolt counter clockwise until the serpentine belt is loose enough to pull off. Replace the belt and tighten in the opposite order. Once the desired tension is reached, crank the car and run it for a few minutes. Finally cut the car off and check the tension, tighten or loosen as neccessary.

Chatter when turning

The serpentine belt should not have to be tightened because ther is a tensioner to keep it taught. If it feels loose then you need to check the tensioner and also see if the belt stretched. I hope this helps.
