Before you keep spending money you sould check the basicts first:
Is there electricity getting to the spark plugs? Check connections for good and clean contacts, including inside distributor.
Is there gas getting from the tank to the carburetor or injection system? Check pressure and flow.
Are there any gas filters that are dirty or clogged? If so, replace it.
Are there any fuses or relays burned? If so, replace them.
Is the timing on the timing belt right? If not, set it right.
Is the timing on the distributor right? If not, set it right.
Is the ignition switch in good condition or does it has a play, or the key comes out while the switch is in the on position? If so, try jump-starting the starter directly bypassing the switch or replace the switch.
How old is the gas on the tank? If it's old, try a gas stabilizer or replace the gas.

I have a 1995 Tercel that did this, and the problem was an "alarm tripping". The solution was to hold down the left blinker while starting.

Probably the timing belt.If it has teeth missing or is broken the engine can't fire. Some models have a small itnspection cover you can look in as someone attempts to start the engine and you can see if belt is turning or not.

Have you checked the fuel pump or the fuel pump relay?

It can be issue with battery or weak battery. But if battery checks out ok, then
it can be starter issue or faulty alternator or problem with low fuel pressure
